I started working on DXCC in 1981. I worked diligently until 1987 or so when we moved and I was off the air mostly for 35 years. Now I'm back. I have several old cards for the former Soviet Union. What do they count for? They are UK0, UA2, and UA3. Since the countries are now different, do they count for where they were in the 1980s or where they are today?

Those particular cards are still valid, even though the USSR is no more. The UKØ will count as Asiatic Russia, the UA2 will count as Kaliningrad and the UA3 will count as European Russia. While DXCC entities come and go, the various "Union Republics" of the old USSR always counted a separate entities, so when the USSR broke up, there was no change to the DXCC status of those entities.
